Answer
Yes.
Pour medicine into the 5 and 11 oz. cups until both are full.
Pour the remaining 8 oz. left in the bottle into the 13 oz. cup.
Empty both the 5 and 11 oz. cups back into the bottle.
Transfer the medicine in the 13 oz. cup into the 11 oz. cup.
Pour 13 out of the 16 oz. in the bottle into the 13 oz. cup.
Pour 5 oz. of the 13 oz. cup into the 5 oz. cup.
Pour the 5 oz. in the 5 oz. cup back into the 24 oz. bottle.
You should now have 8 oz. in the 24 oz. bottle, the 11 oz. cup, and the 13 oz. cup. *The 5 oz.. cup is empty.
Pour medicine into the 5 and 11 oz. cups until both are full.

To measure half an hour: Light a stick from both sides. It will completely burn off in half an hour.
To measure 45 minutes: Light a stick from both sides and light the other stick from 1 side. After the first stick completely burns that is half an hour later. Light the half burning stick from the other side as well and you get 45 minutes.
